More Civic Citizen Involvement

Is there a way to form neighborhood groups? I'm not certain the best way to get the word out when there are items to discuss, but I feel there must be more civic-minded voices in Rexburg than are showing up. If there were neighborhood representatives, could they help communicate important events, meetings, and even community service?

For example, last week I was surprised at how few people attended the Comprehensive Plan Workshop. Surely there must be more that care about the plan for the city of Rexburg. I have to think many did not hear about it.

Have other communities had successful neighborhood reps?
